Etchings are made by scratching through an acid-proof ground on a metal plate, and acid is used to eat into the surface of the plate.
The scratched in the plate of an engraving are not done using acid. The artist scratches the surface typically using a burin or an etching needle.
Sometimes artists prepare a plate using both techniques. After printing a proof of an etched plate, an artist may use an etching needle to fine tune the plate.
From what I could see, this piece looked like all engraving to me.
